Under the Constitution of the Republic of Azerbaijan and the Law of the Republic of Azerbaijan "On Armed Forces of the Republic of Azerbaijan", the Armed Forces of the Republic of Azerbaijan are comprised of the Azerbaijani Army and other armed units created to ensure the independence, sovereignty, territorial integrity, as well as security and defense of the Republic of Azerbaijan.
The Armed Forces is established by the state for armed defense of the Republic of Azerbaijan, repulsing the aggression, fulfillment of the objectives set out in the Military Doctrine of the Republic of Azerbaijan, as well as ensuring the security and national interests of the Republic of Azerbaijan, the protection of the constitutional system, sovereignty, public order and public safety, state border protection, mobilization and conscription for military service, the fulfillment of the specific tasks for the organization of civil defense, ensuring the security of the state protection facilities and the protection of the protected objects, accompaniment and protection of prisoners and detainees.
The general leadership of the Armed Forces is exercised by the Supreme Commander-in-Chief of the Armed Forces of the Republic of Azerbaijan. The logical consequence of the consistent policy, attention and care of the President of the Republic of Azerbaijan, the Supreme Commander-in-Chief of the Armed Forces, Mr. Ilham Aliyev, is that today the Azerbaijani Army several times leaves behind the enemy army in terms of modern arms, ammunition, number of personnel, moral-psychological preparation and fighting determination, and our army is among the world's top 50 armies.
Addressing the official reception at the Heydar Aliyev Center on the occasion of the 100th jubilee of the Azerbaijan Democratic Republic, President Ilham Aliyev characterized this success as one of the greatest achievements of the era of independence: "When it was decided to establish the Azerbaijani Army in 1918, probably the founders of Azerbaijani Democratic Republic could never have imagined that today the Azerbaijani Army will be among the 50 most powerful armies in the world, and our army has the highest level of logistical and combat capabilities, and we proved it at the battlefield. Azerbaijani Army had liberated a part of our occupied lands two years ago. Part of Aghdara, Fuzuli and Jabrayil regions were liberated from occupiers, Azerbaijani citizens returned to those liberated lands. The life returned to those lands and it was made by Azerbaijani state, the Azerbaijani Army. The strong army is the basis of our independence, the guarantor of our security. Security in Azerbaijan is fully ensured. Azerbaijan is one of the most stable countries in the world today as an independent country ".
In 1918, the founders of the People's Republic of Azerbaijan began a historic and inevitable process by protecting our national statehood, protecting the country from external interference, and creating its own armed forces to neutralize internal enemy forces. As a result of the collapse of the People's Republic, the army-building process was incomplete for a certain period of time. However, the national leader Heydar Aliyev, who was elected the head of Azerbaijan in 1969, once again proved that this process was inevitable. With his election of as head of republic the steps taken by the great leader Heydar Aliyev in the field of military personnel, the establishment of a specialized military school named after Jamshid Nakhchivansky, ensuring the admission of Azerbaijanis to military schools, and the promotion of national cadres to the positions laid a new stage in Azerbaijan's military history. The historic steps taken by the National Leader to develop and protect our national interests in the field of army building subsequently allowed the establishment of a centralized regular army in independent Azerbaijan.
With the return of the National Leader Heydar Aliyev to the political power in 1993 on insistence of the people, fateful steps were taken in all spheres, including the state and army building, and the Azerbaijani Armed Forces began to be built on scientific and theoretical foundations.
Seeing the protection of our homeland, the main factor of the liberation of the occupied lands, the National Leader often visited the soldiers in trenches, personally met with soldiers and officers, took serious steps to strengthen the country's defensive power and military capabilities.
Based on the Decision of the Council of Ministers of the Azerbaijan Democratic Republic of June 26, 1918 regarding establishment of the first unit of the army “Special Azerbaijan corps”, in order to celebrate the day of the establishment of the Armed Forces of the independent Republic of Azerbaijan, June 26 was proclaimed the Day of the Armed Forces of the Republic of Azerbaijan by the Decree of the President of the Republic of Azerbaijan dated May 22, 1998.
The work of nationwide leader Heydar Aliyev on army building is successfully continued and developed by the worthy follower of his political course, President of the Republic of Azerbaijan Mr. Ilham Aliyev. The Head of State, who is carrying out consistent and systematic reforms, which has led to dynamic development in all strategically important spheres of Azerbaijan, pays special attention to the army building.
Compared with the past few months, we can clearly see that the 2003 military budget of Azerbaijan was 115 million manat, while in 2010 it was 2.2 billion manat, and from the state budget expenditures for 2020 it is expected to spend 3 billion 853.6 million manats on defense and national security funding. This is 666 million manat or 20.9 percent more than in 2019.
Particular attention was paid by the President of the Republic of Azerbaijan Mr. Ilham Aliyev to modernization of material and technical supply of the Armed Forces, establishment of infrastructure, social protection of military servicemen, improvement of housing and development of defense industry. It is proud to say that in Azerbaijan, in recent years, a variety of types of military equipment, armored vehicles, unmanned aerial vehicles and small arms are produced at the expense of the dynamically developing military industry. Azerbaijan can significantly equip our army with its military products manufactured at its own plants. In addition, contracts were signed with a number of countries to expand cooperation in purchasing weapons and military equipment and production of military products. Today, our Armed Forces provided with comprehensive state care are not content with the achievements and mobilize all the capabilities that protect our territorial integrity and our independent statehood.
